iPeople SC Solutions is currently recruiting for a Private Housing Group Manager for our client based in Islington and surrounding areas.
Duties and Responsibilities
- Manage a team responsible for delivering an efficient and effective private Housing Service through enforcement, licensing, advice, and promotion.
- Coordinate the work of the team including allocating work, devising and implement projects and managing performance to meet organisational aims and objectives.
- Lead the future shape and direction the Team through the service planning process, devise and deliver the team’s service plan and monitor and report on team performance against the plan.
- Ensure that service requests including complaints, applications, appeals & contraventions are dealt with in a timely and customer focussed manner.
- Provide expert guidance, leadership, and direction in relation to complex investigations, acting as the Senior Investigating Officer as appropriate, directing resources, evaluating evidence, and presenting expert evidence in court or in tribunals.
- Devise and implement monitoring and enforcement strategies and ensure that appropriate follow up action is taken with respect to unfair practice, fraudulent or criminal activity.
- Ensure that all investigations and enforcement action is consistent with the council’s Enforcement Policy, the Regulator’s Code, RIPA, and the Police and Criminal Evidence Act 1984 and related statutory codes of practice.
- Maintain up to date knowledge of housing legislation, legal requirements, and criminal investigation procedures and unsure that officers’ authorisations are kept up to date.
- Act corporately within the council providing expert advice and guidance on relevant legislation and private housing matters.
- Ensure the application of all relevant legislation, Council’s policies, standing orders and financial regulations in delivery of the service.
- Ensure that all resources under your control are managed effectively and efficiently.
- Represent the service at meetings, working parties, and interagency groups.
- Develop good working relationships with internal and external partners to deliver team and council objectives.
- Work in co-operation with other team managers in Regulatory Services and Community Safety Security and Resilience to provide management cover as required.
- Review, update and develop of policies and procedures to optimise operational efficiency and effectiveness.
- Identify training needs, plan organise and deliver training to staff, trainees and other people allocated to the team.
- Prepare reports and statistical information, including statutory returns.
- Prepare and deliver publicity campaigns and educational and preventative work, as required.
- Initiate, lead, and participate in projects targeting local or national concern.
- Liaise with local consumer and business groups and participate in publicity and educational activities.
- Manage a budget as required.
- Participate in the recruitment and selection of staff.
- Carry out duties outside normal office hours as required.
- Undertake other duties that are commensurate to the grade of the post.
Working Hours: 35 hours per week, Monday – Friday
Requirements:
- Hold an appropriate Chartered Institute of Environmental Health approved academic qualification – an MSc or BSc (Hons) in Environmental Health or equivalent degree / or equivalent vocational qualification in a related field.
